Actually, Kerry is correct here.

1.7 million jobs have been created in the last year.

Over the course of the entire Bush Presidency, 913,000 jobs have been lost. Basically the economy shed about 3 million jobs (net job loss) in the first two years of Bush's presidency but has managed to gain back a little over half of that in the last year.

Now of course even during the worst years, new jobs are created, just more jobs are lost. But when people speak of job creation they mean an increase in the net number of jobs.
